PRIO Report on Small Arms and Development workshop 

On 30 November–1 December 2006, an international workshop on ‘Integrating Small Arms Measures Into Development Programmes’, organized by the Norwegian Initiative on Small Arms Transfers (NISAT), was held in Oslo.  This PRIO report presents a summary of the presentations at the workshop and a list of recommendations.

Tracking the guns: International diversion of small arms to illicit markets in Rio de Janeiro

This report was produced by PRIO and Viva Rio/ISER with Norwegian Church Aid.  It examines the means by which foreign origin weapons are trafficked into illicit hands in Rio de Janeiro (Brazil).

Integrating Development into the UN Programme of Action Process

Report and Recommendations from an expert seminar jointly organised by the Norwegian Ministry of Foreign Affairs and NISAT, in Oslo on 22–23 March 2006. The report presents a summary of the presentations and discussions that took place during the seminar, as well as priority areas and recommendations for future action at the local, national, regional and international levels.

 [The Making of a Moratorium] The Making of a Moratorium on Light Weapons This publication documents the making of the Moratorium on the Importation, Exportation and Manufacture of Light Weapons, effective in 16 West African States since 1 November 1998.

 [The Arms Fixers] The Arms Fixers: Controlling the Brokers and Shipping Agents This joint report by PRIO/ NISAT/ BASIC, released in Nov. 1999, explores the role of middlemen in setting up often illegal arms deals. The study contains recommendations for States to curb the deadly activities.

Small Arms Control: Old Weapons, New Issues (published by Ashgate in 1999 for UNIDIR). The 29 papers collected in this volume were originally prepared for four regional workshops organized by the UN Department for Disarmament Affairs to inform the work of the UN Panel of Governmental Experts on Small Arms. NISAT staffer Lora Lumpe edited the papers for publication. This book is not available from NISAT. Contact Ashgate Press.

  This report summarizes the proceedings of a May 1999 conference NISAT sponsored with the Henri Dunant Center in Geneva on the implementation of the West African Moratorium on Small Arms.

Arms Availability and Violations of International Humanitarian Law; the Deterioration of the Situation of Civilians in Armed Conflicts This 87 pp. report summarizes a meeting of experts held in Oslo in May 1998 on the impact of small arms on non- combatants. Co-published with the International Committee of the Red Cross.  

A Moratorium on Light Weapons in West Africa  This 112 pp. booklet summarizes an April 1998 conference in Oslo where the President of Mali challenged other governments from West Africa to agree to halt small arms imports and production.

A Farewell to Arms This 28 minute video raises awareness about the dangers posed by the spread of military-style small arms, and about steps being taken by Africans to combat this plague. Completed in January 1999, the documentary focuses in detail on the experience of Mali with small arms.(unfortunately, this video is no longer available). 

Controlling the Gun-runners This 8 pp. brief--produced jointly by NISAT, BASIC and Saferworld in February 1999--contains proposals for EU action to close the loopholes exploited by arms brokers and shipping agents.
