EU Common List of Military Equipment
A council declaration of June 2000 adopted a common list of military equipment covered by the European Union code of conduct on arms exports. Like the code of conduct, the common list has the status of a political commitment
within the framework of CFSP.
The member states made a political commitment to ensure that their national legislation enables them to control the export of all the goods on the list. The common list therefore acts as a reference point for Member States’ national military lists, rather than directly replacing them.
One problem with the list is that it despite its 18 pages of detail on the export
of everything from aircraft parts to advanced chemicals, it fails to recognize diversity in the field of
small arms and their ammunition.
Small arms are divided into just two categories: One of everything less than
caliber 50/12.7mm (rifles, carbines, revolvers, pistols, machine pistols and machine guns) and one of everything larger (guns, howitzers, cannon, mortars, anti-tank weapons, projectile launchers, flame throwers and recoilless rifles).
Many national military lists of the countries that produce annual reports on their small arms exports are
more detailed. In respect to small arms, the common list therefore serves little
other purpose then committing member states to in fact produce a report on their
exports.
